Lisbon's hostels are consistently good and cheap, and the miradouros — the whole point of the city — are free.

Rossio and Bairro Alto
Hostels cluster around Rossio and Bairro Alto and rate well year after year. Bairro Alto is loud until three; Baixa is flat and central.
What a day costs
Dorm €20–35, a prato do dia €9–13, metro rides about €1.65 on a Navegante card. Reckon €40–70 a day, roughly $45–80.
Getting around cheap
The Navegante Occasional card costs about fifty cents, and a day of unlimited metro, tram and bus is around €7 — less than three tram 28 singles.
Free by day
The miradouros — Senhora do Monte, Santa Catarina, Graça — cost nothing, nor does walking Alfama or wandering the LX Factory's yards under the bridge.
Cais do Sodré
Pink Street and the bars around it are where hostel crawls end up; free walking tours start from Praça Luís de Camões up the hill.
