Iwatayama Monkey Park
A twenty-minute uphill scramble above Arashiyama to a hilltop troop of macaques you can feed from inside a hut. Realistic from about age five.
Kyoto Aquarium
Small, well-paced and next door to the railway museum in Umekoji Park โ€” seals, penguins and a giant salamander tank. Fine for toddlers.

Lawns, a stream to paddle in and a proper playground, all beside the two museums โ€” the obvious place to burn off an afternoon.
Buses, gravel and timing
Temple paths are gravel and steps, so a carrier beats a pushchair. Children pay half fare on buses; go early, then retreat indoors by midday.
