Tallinn's bases sit within half an hour's walk of each other, so the choice is really about noise, price and how much wooden-house Tallinn you want.
Vanalinn — inside the walls
The medieval core: cobbles, guild houses and the price level to match. Everything is walkable and the tram runs to the airport, but eating and drinking here costs the most in the city and cruise-ship mornings fill the lanes.

Kalamaja — wooden houses behind the station
Low wooden streets between Balti Jaam and the sea, five to ten minutes' walk from the Old Town. Cheaper beds and better everyday cafés, with the harbour edge for evening walks; it is residential, so it goes quiet early on weeknights.

Kesklinn and Rotermann — glass, trams and the port
The modern centre around Viru and the Rotermann warehouses: business hotels, the main tram and bus interchanges, and the shortest walk to the Helsinki ferry terminals. Functional rather than pretty, and rarely the cheapest.

Practical: Kadriorg and Pirita if you want space
Four to six kilometres east along the coast, with park, sea and family-sized apartments at lower prices — but you will use a bus or tram daily. A one-hour ticket is €2 with a contactless bank card, so the trade-off is time rather than money.
