PICK YOUR BASE
There is no town here, only villages: Võsu is the closest thing to a resort, Käsmu is quieter and prettier, the manors are the comfortable option, and with no car Tallinn is a legitimate base.
Võsu — the closest thing to a resort
The park's biggest village and the only one with a proper high street: shops, summer cafés, a lifeguarded sand beach and the best bus connections. Full in July, half shut in November. The base to pick if you want to be able to buy things.

Käsmu — quiet, wooden and on the sea
The captains' village on the next peninsula west: white wooden houses, a boulder shore, a maritime museum and no nightlife at all. Guesthouses and rented rooms rather than hotels. Suits couples and anyone who wants the sea at the end of the garden.

The manors — Sagadi, Palmse and Vihula
Inland, five to fifteen minutes apart by car. Sagadi has a hotel, a hostel and a garden house run by the state forest service; Vihula is a four-star manor estate with three restaurants, pools and saunas. Comfortable and self-contained — and you will need a car.

Practical: you may not want to stay here at all
Lahemaa is about an hour from Tallinn and free to enter. With no car and only a day or two, a Tallinn base and a day trip costs less and wastes less time than a village room tied to a thin county bus timetable.
