PICK YOUR BASE
The choice is really how much climbing you are willing to do: the painted hills are the good part but they are all staircase, and the flat city and Viña are the trade-offs.
Cerro Alegre and Concepción — everything on the doorstep
Most of the guesthouses, cafes and restaurants are packed into these two hills, and you can reach everything on foot or by ascensor. It is also the loudest part after dark at weekends, and every arrival involves either a funicular or a long flight of steps with your bag.

Cerro Cárcel — one hill over, noticeably cheaper
The same views and murals for less money, about ten minutes' walk from Concepción and right beside the Parque Cultural on Calle Cumming. Fewer places to eat, so you walk back over for dinner.

El Plan — flat, next to the buses and the trains
The grid between the port and Avenida Pedro Montt, level ground and walking distance to Puerto station for Metro Valparaíso. Cheapest beds and no stairs, but it is a working commercial district that empties out at night.

Practical: base in Viña del Mar and commute
Viña is roughly fifteen minutes away on the Metro Valparaíso line, with beaches, flat streets and more conventional hotels — worth it with small children or if the hills are a problem. The cost is that you commute to the part you came for, and the last trains are earlier than you would like.
